It is not a separate ranking system — it's a retrieval layer built on top of Google's existing index and ranking signals, plus a generation step that decides which snippets are quotable enough to include.

In practice, three things determine selection:

1. Existing organic ranking strength

Google's own documentation and independent studies (including a widely cited Semrush analysis of over 100,000 AI Overview results) show that the vast majority of cited URLs also rank in the top 10-20 organic positions for the same query. If your page isn't already visible in classic search, it's very unlikely to be pulled into an Overview.

2. Extractability of the answer
